The Academic Senate, pursuant to Article 19 of the University Statute, performs the following functions:
- it deliberates on amendments to the Statute and the General Regulations of the University, by a majority of at least two-thirds of its members;
- approves the Regulations of the University and of the teaching and research structures, with the exception of those falling within the competence of the Board of Directors, on which it expresses an opinion;
- approves, subject to the favourable opinion of the Board of Directors, the Regulations, including those falling within the competence of the Departments, concerning teaching and research, and the Code of Ethics; the resolution on the Teaching Regulations and the opinion of the Board of Directors must be adopted by an absolute majority of the members;
- may appoint special committees tasked with defining the content of University Regulations or proposals on specific issues, with the participation of all members of the teaching staff and permanent managerial and technical-administrative staff with competence in the subject area;
- formulates proposals and expresses a mandatory opinion on the University's multi-year development plans, expressing its views on the priority allocation of resources and the criteria for their distribution;
- expresses a mandatory opinion on the University's single annual authorisation budget, on the University's single operating budget, on the consolidated budget with its controlled companies/entities and on the annual and three-year building plan;
- expresses a mandatory opinion on staff recruitment planning documents with regard to the balanced allocation of resources between teaching, research and service structures, as well as for the central administration;
- expresses a mandatory opinion on student contribution criteria and any other measures intended to guarantee the right to education;
- formulates proposals and mandatory opinions to the Board of Directors regarding the establishment, modification and deactivation of the structures referred to in Articles 34-53, as well as service, research, special and inter-university centres;
- formulates proposals and mandatory opinions to the Board of Directors regarding the establishment, activation, modification and deactivation of study programmes and the location of teaching and research facilities connected with one of the two campuses;
- takes all necessary measures for the development of teaching and research activities and student services;
- in compliance with current regulations, may establish annually, subject to the opinion of the Board of Directors, the number of students enrolled in each course, upon proposal of the departments concerned, in relation to available resources and taking into account foreseeable employment opportunities;
- appoints the members of the Evaluation Committee and the Chair of the Board of Auditors;
- proposes to the Rector a list of three names representing the territory of each of the two campuses for the appointment of external members of the Board of Directors;
- resolves any conflicts between the Departments and other University structures;
- proposes to the electorate, with a majority of at least two-thirds of its members, a motion of no confidence in the Rector during the second two years of the latter's term of office;
- expresses an opinion on the appointment of the Director General;
- decides on the appointment of the members of the Board of Directors in accordance with Article 21, paragraph 3.
