The costs of financing scholarships for attendance at doctoral courses, including contributions for access to and attendance at courses, not covered by ministerial funds, may be covered by the University through agreements with entities outside the University Administration, to be entered into prior to the publication of the call for applications, in accordance with Article 5, paragraph 1, letter b) of Law No. 449 of 27 December 1997, as amended and supplemented.
The funding body must undertake, by means of a letter of intent addressed to the Rector, to pay the University for each year of the course:
- the amount of the scholarship, determined by Article 1 of the Ministerial Decree of 23 February 2022, to be €16,243.00;
- the INPS contribution to separate management, as provided for in Circular No. 25 of 11 February 2022, at the percentage rate in force;
- the amount of not less than 10% of the scholarship amount to be guaranteed to each doctoral student in addition to the scholarship, for research activities in Italy and abroad;
The funding body must also undertake to pay the University:
- an increase of no less than 50% of the scholarship amount for any period of stay abroad by the doctoral student;
- the sums required for any additional costs arising from the implementation of legislative and regulatory provisions (increase in the amount of the scholarship and the INPS contribution).
The agreement relating to the financing of the scholarship is sent for signature to the financing body, which must bear the stamp duty costs.
The payment of the sums referred to in letters a., b., and c. may be made:
- in a single advance payment at the beginning of the first year of the course, within 60 days of the agreement being signed;
- in annual instalments in advance of the start of each academic year. The first instalment shall be paid within 30 days of the University's written request; subsequent instalments shall be paid by 30 September of each year.
As a guarantee for the payment of the contributions referred to in points a., b., and c., the Company undertakes to provide the University, upon signing the agreement, with an irrevocable bank or insurance guarantee, valid for the duration of the doctoral programme.
The sums referred to in points d. and e. shall be paid within 30 days of the relevant written request by the University.

The MUR, in implementation of Article 6, paragraph 1, of Interministerial Decree No. 1456 of 19 October 2023, has published the Notice governing the procedures and terms for granting the contribution exemption referred to in Article 26, paragraphs 1 and 2, of Decree-Law No. 13 of 24 February 2023, converted with amendments by Law No. 41 of 21 April 2023, in favour of companies, as defined in Article 2, paragraph 1, letter g) below, which participate in the co-financing of innovative doctoral scholarships referred to in investment 3.3 of Measure 4, Component 2 of the PNRR and which hire on a permanent basis staff who, at the date of hiring, hold a PhD or who are or have been holders of contracts referred to in Articles 22 and 24 of Law No. 240 of 30 December 2010.
