Biography |
- Graduate in the Law Faculty
of the University of Milan (1966). - Ministerial Fellowship (1969-1970). - Assistant in Constitutional Law from 1971 to 1982. - From 1975 to 1998, Professor in the Political Science School (University of Milan) for the following subjects: Science of Administration, Comparative and Italian Constitutional Law, Law of the Socialist States (only in the academic year 1980/1981). From 1998 to the present, Professor in the School of Law at the University of Insubria (Como). - Collaborator (from 1966 to the present) of the I.S.A.P. (Institute for the Study of Public Administration) in Milan, first as researcher, after and now as a member of the Scientific Committee. - Collaborator and member of the Scientific Committee of the “Rivista italiana di diritto pubblico comunitario” (“Italian Review of European Public Law”). - Collaborator and member of the Scientific Committee of “Diritto pubblico comparato ed europeo” (“Comparative and European Public Law”), a review which began publication in 1999. - Collaborator of the I.R.E.R. (Institute of Research of the Region of Lombardy). - Collaborator of several projects of research of the Universities of Milan, Pavia and Insubria. |

Swiss public law, especially federal organization and democratic instruments (referenda, popular initiatives, etc.); - the influence of ideas of the French Revolution on modern constitutionalism, especially on Swiss constitutionalism; federalism, regionalism and devolution; conceptual, formal and practical difficulties caused by the structure of Internet and from its being without boundaries. | |

Professor of Comparative
Public Law, Advanced Comparative Public Law, Media Law. Member of Faculty Committee for the Doctoral Program “History and Doctrine of the Institutions” (University of Insubria) and for the Doctoral Program “European and Italian Constitutional Law” (University of Verona). Since 2002, responsible for the Degree Program (first three years) in “Legal Sciences”. Since 2002, chairman of the Committee for Faculty Development Funds in the “Law Area”. Since 2003, Rector’s Delegate for International Relations and for Relations with C.R.U.I. (the Conference of the Rectors of the Italian Universities) of the University of Insubria and Chairman of the Commission for International Relations. |
