Biography

Grazia Mannozzi was born in Porto S.Giorgio (Ascoli Piceno) in 1966. She graduated in 1989 from the Law School at the University of Macerata, with the final result of “Full marks with distinction” (110/110 e lode), with a thesis regarding criminal law (supervisor: Prof. Carlo Enrico Paliero) on “Present perspectives on sentencing in penal trials. ‘New’ sentencing in North America”.

She has been Research Fellow in Criminal law at the University of Pavia since November 1991. Since November 2001 she has been Associate Professor at the University of Insubria. At the same University, she has been a Full Professor in Criminal Law since October 2005.

Since 2002, she is an Expert component at the Criminal Court for the Enforcement of Sanctions in Venice, since January 2005 she is Expert component at the Criminal Court for the Enforcement of Sanctions in Milan.
 

Qualifications and awards

She made researches at Boston School of Law and at Harvard Law School to write her book on sentenging in the Usa.

She won a scholarship from the Max-Planck Institut für Ausländisches und Internationale Strafrecht of Freiburg im Br. (Germany) for a period of study in 1998. She regularly conducts research at the Max-Planck Institut of Freiburg im Br. (Dec. 1999, Dec. 2000, Jan. 2002).

She is one of the signatories of the Declaration of Leuven on the Advisability of Promoting the Restorative Approach to Juvenile Crime (Leuven - Belgium, 1998).

She has collaborated with the representatives of the four international associations (AIDP, SIC, FIP, SIPDS) in drafting the proposed “Recommendations to the United Nations for the Tenth United Nations Congress on the Prevention of Crime and on the Treatment of Offender” (in Wien, April 10-17, 2000).

In November 2001 she was charged by the Council of Europe with an expertise regarding the Lithuanian Code of Criminal procedure.

 

Research interests

In her research activity, she mainly concerned with comparative criminal law; at the beginning she dealt with the problems arising from the sentencing system and, in particular, with the aims of punishment and the relationship between sentencing system and plea bargaining.
She is also interested in restorative justice and victim-offender mediation in the perspective either of juvenile justice or justice for the adult. On this topic she has attended several International Conferences: Leuven – Belgium (May 1997); Ft. Lauderdale (FL- USA) (November 1998); Tuebingen (Oct. 2000) and published two books (in 2003 and in 2004) and several articles (most of them in English).

She has conducted an empirical research on the quantitative dimension of corruption in Italy with Piercamillo Davigo (Judge at the Court of Cassation in Rome). This survey is aimed to evaluate the criminal response to corruption cases between 1983-2002 and to investigate the deterrent and preventive effects of criminalization of corruption itself.

 

Teaching experience and appointments

At the University of Pavia, she has collaborated in teaching the basic course of Penal law, with seminars covering: theory of punishment, crimes against property, crimes committed by public servants against the Public Administration.
The seminars involved the active participation of students, who were called upon to analyze and evaluate lawsuit profiles involving the most important cases in recent Italian history.

She also collaboratively taught in the Criminology course, with seminars on: the sociology of deviance (with particular reference to "social labeling theories"), the perspectives for sentencing reform, the transition from ‘traditional’ to ‘modern’ penal law.

At the University of Insubria, she has taught Commercial Criminal Law and Basic Criminal Law. Since 2005 she has taught both Basic Criminal Law and Advanced Criminal Law. She also teaches Victim Offender Mediation and Corporate liability.
She was a panelist in several courses directed to judges and prosecutors, organized by the Italian "Consiglio Superiore della Magistratura" (either on sanction system or restorative justice).
